    yep, it's just a 1/1 bet then, like 18 low numbers or 18 high.

    you may as well just bet 1/1's

    If you're only flat betting on the even-money area, I think the best strategy is to look and wait for hot numbers. In other words, wait until more numbers below 18 start appearing!
