I think it's better to take a pragmatic approach and use whatever RNG is "good enough" for your purpose. You mentioned the Mersenne twister, but in fact it passes the Diehard tests, although not the more stringent TestU01 suite. Several high profile programming languages use it, including Python & Matlab. Also, random.org reckon a PRNG is adequate for simulations, although not gaming, gambling, or crypto.

Which implies that there is something like "degrees" of randomness. For example, suppose an RNG passes most randomness tests; does that make it worthless because it hasn't passed all of them? It depends what you want to use it for. Then there's the question of what "true" random is anyway. If the definition of true random means it passes all the randomness tests you can throw at it, then true randomness must have changed over the years as the tests have gotten tougher. But that doesn't seem right; surely true random doesn't change? And there's a circularity in that definition because the tests are devised to test randomness but in order to create a good test we have to know what randomness is, and mathematicians differ in their opinion as to what the definition of random "really" is. If there is no ideal standard against which to measure any RNG how would we know if and when it achieved it?

As long as the period is long enough, there's no chance of predicting future outputs from past outcomes, certainly not in the context of a gambling session anyway.

 

Casinos are for recreation and with the proper intellect one can even be a winner there .
