I just came back from an Indian Casino where I suspected something was up with the Video Poker for a while now, for my experience there playing VP is very different than playing in Las Vegas (and it is nothing to do with the pay tables).

What is going on is that that Indian Casino is that they are simply returning the discarded card back to the deck rather than removing them. I noticed this when I got 4 to a straight flush (all hearts) on a JOB 9/5 machine with a King of of spades sitting in the center of the deal. Since I was down quiet a bit I took notice particular of this hand, so I selected my four hold cards (all the hearts) and then pressed the draw button. The Kink of Spades flashed but did not go away, and I lost the hand. I sat there stunned and realized that I had seen this before, where a discarded card comes back, but my mind at those did not really register that was in fact what was happening.

Returning the discarded cards back to the deck to be drawn from can indeed give the illusion that there is more than one deck at play, as players may claim.

The Wizard of Odds publishes the rules for VP here

However, in Oregon the Indian Casinos are 'self-regulated' and they can do whatever they want with the games with impunity. If they chose to return the discarded cards back to the deck, this does obviously increases house edge by: You will get more 2 of a kinds and slightly more full houses, but the odds then for the 4-kinds, straight flushes and royals goes way up.

If you need an excuse to NOT PLAY video poker at a tribal casino, this is it then.

I've been warning against unregulated gambling since I first started writing about video poker in 1992. If you are going to play in an Indian casino, on gambling ships, etc., just consider it pure gambling against huge odds and expect to lose your money. Personally, I don't understand why these casinos bother to gaff the games. Most gamblers will play any game with no consideration of the pay table or other odds, so the casino has a huge edge even if it keeps the games honest. Your best tactic is to save your money for a trip to a regulated venue.

But considering Mark's final comments, I fail to see how returning discards to the deck can increase the number of full houses. Please explain. Also, the odds then for the 4-kinds, SF's and royals go DOWN, not up. The odds AGAINST big payoffs go up.

It's a class II gambling machine, not class III. You were playing bingo not video poker. You'll find them like that in Washington too. But not all video pokers in Oregon are Class II.

Indian gaming is approved by the federal Indian Gaming Regulatory Act (IGRA). Under this law Indian tribes in any state can conduct gambling on Indian land as long as the type of gambling has been authorized for non-Indians.
In India it is very different than playing in Las Vegas.
Indian Casinos are simply returning the unused card back to the deck rather than removing them.
So play Poker in Indian Casino style.

Video poker is Class 3 locally with the Oregon Lottery VLT's and at the Tribal Casinos. Though locally the VLT's are all set for a 91% return rate, and the tribes run at 97~98% return rate.
The politics of gambling herein Oregon is insane! The State uses the Lottery proceeds as a shush fund, the Tribes use the gambling money to supplement welfare for them and theirs, the bar owners who want the VLT's use them to pay the rent where without them they fold and close. The real losers are the Oregon players, were Oregon is up in the upper 2/3 for gambling addiction and lives ruined due t the piss poor payouts of the VLTs. The fight is heating up with now a major casino being built 20 miles out side of Portland up in Washington State, and the tribes buying the old race tracks in hopes of rekindling racing.
