Poker Colluding At 200 NL Live

  1. Here is the situation:

    - 200 NL live at a casino
    - Person 1 and person 2 are friends
    - Person 1 (short stack) is sitting to the right of person 2 (deep stack)
    - Player to the right of Person 1 raises preflop
    - Person 1 shoves all in
    - Person 2 shoves all in
    - Every other player folds, including the blinds and the initial raiser
    - Person 1 shows a KQ suited
    - Person 2 mucks his cards without even looking at the turn and the river
    - Person 1 takes pot
    - Person 2 announces that he had a low pocket pair, but didn't want to take money off his friend
    - Other players are angry at Person 2 for colluding

    Do you think that this is a fair strategy or is it unethical play?

    its unethical and surprised the dealer did not say something at the table
