Forex Avoid being stopped by temporary widening spreads

Not sure if I am understanding the attached correctly, but does it means that if the spread suddenly widens your stop loss won't be triggered because you have set a condition that the stop should be triggered if the spread is less than a defined amount, ie "normal" range.
