Poker Basic Question on opening bet

From the old FullTilt training I learned that you should never limp in to a pot, but should open with at least 1.5 times the BB, but is that only in to an unopened pot or even if the pot was opened by a limper earlier.

So I guess my question is: Should I generally get into a pot with 1.5 time the BB or only open the betting in an unopened at the 1.5 multiple?

My question is related only to opening the pre-flop betting and not particularly hole card related.
