Can a player be labeled an AP even if he/she chips are placed prior to the ball being spun?

    Of course.

AP merely means the player has the advantage over the casino, regardless of casino game.
In roulette an AP could be a biased wheel player that's exploiting poor wheel assembly or wear. Such a player can place bets long before the ball is ever spun.
