Roulette Can casinos cmanipulate the wheel?

Can casinos manipulate the results?
I'm not asking if they cheat. I'm asking if they can technically influence the results.

If they can, then it is easy for anyone to decide if they use this option and cheat or not.

But since I often hear the argument that they don't need to cheat etc., I'm not asking if they actually cheat, but if they CAN do it technically. I would really really appreciate it if anyone could provide a meaningful answer baser on facts and knowledge.

I dont know if casinos can cheat but i can surely say that when i was playing roulette with some friends in home using a plastic bought roulette this toy was behaving like it was cheating

 

They can cheat if they are unregulated.

In what way it seemed like cheating? Can you give an example?

Also agree with gizmotron . Sometimes we agree, sometimes we don't. Yes! Regulation is key here. I think that they are not very strictly regulated, especially considering technical aspects of the games.
