Roulette hermus and 4x4 method

I only became aquainted with this method and the "leveler" progression.
From a while ago.

WHat I can't figure out is, does it work? It doesn't seem like this leveler progression would
work. Yet somehow when I read the original thread I saw everything but criticism of it,
and no one with any real supportive comments about it.
