Forex Market moves before the news event happens?

    When I look back to the history of every pairs , I found that sometime the market move before the news 1~3 hours early, I just don't know how to explain it, or it's just someone trying to cheat in the market ?

    sometime : sometime market moves in the right hour, but sometime it's not (base on FF clock)
