Poker Procedural Question on small tournaments NV

    I am in reno almost every weekend. And places like Atlantis and Peppermill and others have small 100-200 dollar tournaments.
    I was wondering if anyone thinks this is proper or improper.

    1-you buy in lets say for 100. You can get a dealers add on for 5 dollars of 10k chips.
    The table fills up and there are 4 people at the table with a coupon they earned during the week(or maybe part of a weekend package for staying over), for a free 10 k in chips, on top of being able to pay 5 dollars for the dealer add on.

    So 6 people at the table are starting with the "short stack".
    I asked the "floor" if I should have been notified before I bought in that I could be a short stack....and he said there was no requirement to tell me. ( would have no problem if the casino gave them a free dealers buy in and put in the 5 dollars for the dealer themselves, or stiffed the dealer in the name of their promotion)

    2- the casino holds contests during the week where someone can win a free seat at the weekend tourney,
    I am doubting that the casino actually puts money into the pot for this person which would add to the prize pool. Its just the paying customers that have to accept less. of a prize based on the head count.

    So my question is...
    Is there any nevada gaming rules that covers these practices? Or can casinos use tournaments any way they want as promotional tools even if its at the expense of paying entrants.

    And if its legal...do you think the RIo gives free entries to the Main Event.....as a promotion throughout the year, or to their whales.....without putting money into the pot?
