Blaise Pascal, the French physicist and mathematician can be credited with the invention of the ‘Roulette wheel, without which the game of Roulette could not come into existence. Back in the 17th century, Pascal in his endeavour to create a ‘perpetual motion machine’ or a machine that does not stop once it starts, even without any energy source, accidentally invented what is known today as the ‘Roulette wheel’. Although it was a basic device without numbers, it did set the ball rolling for further innovations and finally the invention of the popular Roulette game. As the game got more and more sharp and also made its online debut, Roulette has now become a staple in any casino offline or online, including popular Indian sites like Bet365 and Fairplay999.

I clicked on this thread to answer I surmise that it was the French since Roulette means Little Wheel in French... But you beat me to the punch by mentioning a Frenchman in your OP.

Today; I'd ask who designed the Euro wheels ring of numbers? Can you imagine checking all combinations!! Did they make a mistake and no one found it yet.
