Forex Are quotes for minor pairs real or just derived from majors?

    Are the quotes for minor pairs (say EUR/NZD) independent from the value that can be calculated from the respective majors (EUR/USD / NZD/USD)?

    On the one hand they should be exactly equal, otherwise people could arbitrage between them. On the other hand some minor pairs are often treated as major pairs (EUR/GBP) and sometimes their quotes differs slightly from the one derived by crossing two majors.
