    The study went beyond "theoretical" --
    He is saying that a slieght of hand pro CAN do it.

    "Theoretically the die throw is predictable, but the accuracy required for determining the initial position is so high that practically it approximates a random process," said Marcin Kapitaniak, a Ph.D. student at the University of Aberdeen, Scotland. "Only a good magician can throw the die in the way to obtain the desired result."

    Sounds to me as if he is not really saying a magician can control the dice, but more saying that one would need some sort of supernatural magic to do it.
    Like "you would need to be a magician to memorize a 2941903451 numbers sequence".
    When I read this I feel he's talking less about David Blaine and more about Gandalf or Harry Potter.
    I believe your article actually confirms that dc is not possible and that there's nothing anything can do to overcome the randomness of the throw.

    No. He is referring to a highly practiced "skilled magician" - eg, 'sleight of hand' pro.
